    The Committee on Health and Human Resources moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Senate Bill No. 4--A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §16-1-19, relating generally to a child’s right to nurse; and authorizing a mother to breast feed a child in any location where the mother and child have a right to be.
